President Trump has signed an executive order aimed at strengthening U.S. cybersecurity defenses tied to artificial intelligence while maintaining a pro-innovation approach that avoids heavy regulation.
The order says the U.S. will continue leading global AI development by cutting bureaucratic barriers and working with the private sector, while coordinating federal agencies to address new national security risks from advanced AI.
The directive orders multiple agencies, including DHS, CISA, Treasury, and the NSA, to rapidly expand AI-driven cyber defenses within 30 to 60 days. That effort includes hardening federal systems, protecting critical infrastructure, expanding cybersecurity tools for state and local governments, and improving access to AI-enabled defensive systems.
It also establishes a voluntary “AI cybersecurity clearinghouse” between government and industry to identify system vulnerabilities, coordinate scanning, and speed up patching. The order calls for expanded hiring of AI-focused cybersecurity specialists and reviews of federal funding that could support AI vulnerability detection efforts.
A separate provision creates a classified benchmarking system to evaluate the cyber capabilities of advanced AI models and determine which qualify as “covered frontier models,” a designation for the most capable systems subject to heightened security review. The NSA plays a central role in this process, helping assess model capabilities and classify which systems meet that threshold. Developers may voluntarily engage with the federal government for pre-release review and limited access coordination, though the order explicitly states it does not create a licensing or approval regime.
The Justice Department is also directed to prioritize enforcement against criminals using AI for hacking, fraud, or unauthorized system access under existing federal laws.
The order frames AI as both a driver of U.S. economic leadership and a growing security threat, pushing faster innovation alongside tighter coordination on cyber defense and advanced model oversight.
