Secretary of State Rubio Announces Visa Ban for Foreign Officials Who Censor Americans Online

Secretary of State Marco Rubio has announced a new visa restriction policy aimed at foreign officials who attempt to censor protected speech originating in the United States. Citing increasing instances of international overreach, Rubio warned that actions taken by foreign governments to silence U.S. citizens and residents — particularly through social media — will no longer be tolerated.

 

“Free speech is among the most cherished rights we enjoy as Americans,” Rubio stated. “We will not tolerate encroachments upon American sovereignty, especially when such encroachments undermine the exercise of our fundamental right to free speech.”

The policy will apply to foreign nationals responsible for censorship efforts against U.S. citizens and residents, particularly those who issue or threaten arrest warrants over social media posts made while physically present in the United States. It also targets foreign officials pressuring American tech companies to adopt global content moderation standards that extend into U.S. territory.

Rubio emphasized that such actions represent a serious breach of U.S. sovereignty and that the new policy reflects a firm commitment to defending constitutional freedoms. The visa restrictions fall under Section 212(a)(3)(C) of the Immigration and Nationality Act, which authorizes the Secretary of State to bar entry to individuals whose presence could have serious adverse foreign policy consequences. Certain family members of the targeted individuals may also be subject to the ban.
