Kyiv Agrees to Core Terms of Trump Administration Peace Deal

by | Nov 25, 2025

A U.S. official has confirmed that Ukraine has agreed to the peace deal brokered by the Trump administration to halt the war with Russia, saying negotiators had reached a common understanding with only minor details left unresolved.

Ukraine’s national security adviser Rustem Umerov said Kyiv accepted the “core terms” of the proposal during talks in Abu Dhabi, where U.S., Ukrainian, and Russian representatives have been holding indirect negotiations. The White House stated Tuesday that while some issues remain unresolved, they are “not insurmountable” and will need further negotiation.

Umerov signaled that President Volodymyr Zelenskyy could travel to Washington before the end of November to finalize the agreement, adding that negotiators had established a shared framework during weekend meetings with U.S. and European officials in Geneva. “We look forward to organizing a visit of Ukraine’s President to the U.S. at the earliest suitable date in November to complete final steps and make a deal with President Trump,” he said.

U.S. Army Secretary Dan Driscoll was in Abu Dhabi on Tuesday for hours of meetings with Russian representatives, according to multiple U.S. officials and diplomatic sources who confirmed his presence in the UAE capital. Officials also referenced a companion document outlining U.S. “security assurances,” which Ukrainian Ambassador Olga Stefanishyna described as similar to NATO’s Article 5 commitment.
