Jared Kushner joined White House envoy Steve Witkoff in Miami on Monday for a meeting with Israeli Prime Minister Benjamin Netanyahu’s top adviser Ron Dermer, according to a U.S. official and a source with knowledge of the talks.
The meeting focused on a new U.S. proposal aimed at ending the war in Gaza and shaping the post-war landscape. The proposal, sent last week to Hamas through an Israeli peace activist, calls for the release of all 48 remaining hostages—20 of whom are believed to still be alive—in exchange for a ceasefire, the end of Israel’s Gaza City operation, and negotiations for Israel’s full withdrawal.
Kushner, who served as President Trump’s top Middle East adviser during his first term, is now a private investor but has been working with former U.K. Prime Minister Tony Blair on a “day-after” plan for Gaza. He has taken on a growing role in advising the White House on Gaza policy. Two weeks ago, Kushner and Blair met with Trump, Witkoff, and other senior officials to present their ideas, which Trump endorsed, instructing Kushner to develop a detailed post-war plan.
According to two sources familiar with the details, the U.S. plan also includes a clause outlining how Israel would withdraw from Gaza, specifying “a complete Israeli withdrawal—with no exceptions, including from the perimeter along the border between Gaza and Israel—subject to the ability of the new government in Gaza to enforce security.” Israel is reportedly satisfied with this language, as it avoids requiring an immediate and unconditional pullout, while Hamas views the clause as a trap that would allow Israel to retain veto power over the withdrawal process and post-war governance.
A U.S. official said the post-war plan will factor in Israel’s input but “will not be a Bibi plan or a Dermer plan.”
