The House of Representatives passed two bills on Tuesday targeting District of Columbia laws, including one that repeals local noncitizen voting rights.
Ban on Noncitizen Voting
The first bill would prohibit noncitizens from voting in DC’s local elections by repealing the 2022 Local Resident Voting Rights Amendment Act, which had allowed them to cast ballots. It passed with 266 votes in favor, 148 against, and one “present.”
Police Bargaining and Discipline Reform
A second bill, also passed, restores collective bargaining rights for the Metropolitan Police Department (MPD) and reestablishes a statute of limitations on police disciplinary claims. That measure passed 235–178, with one member recorded as “present.”
A third bill—addressing DC’s sanctuary city policies and local immigration enforcement—is expected to be considered later in the week . Under the DC Home Rule Act, Congress retains authority to override local legislation.
