The U.S. Senate on Thursday advanced a bipartisan war powers resolution to limit President Donald Trump’s ability to undertake further military action in Venezuela without congressional approval. The procedural vote passed 52‑47 with five Republican senators joining all Democrats in support.
The measure, led by Sen. Tim Kaine (D‑Va.) and co‑sponsored by Republican Sen. Rand Paul (R‑Ky.), seeks to block the use of U.S. armed forces in hostilities within or against Venezuela absent authorization from Congress.
Republican Sens. Susan Collins (R‑Maine), Lisa Murkowski (R‑Alaska), Todd Young (R‑Ind.), Josh Hawley (R‑Mo.) and Rand Paul joined Democrats in backing the resolution.
The vote advances the measure toward a full Senate vote, but it must still clear a 60‑vote filibuster threshold in a subsequent vote before it can move forward in the legislative process.
