Russia and Iran Finalize Major Gas Deal, Plan New Nuclear Plant with Moscow Financing

by | Apr 25, 2025

Moscow and Tehran have agreed to a deal involving the annual supply of 55 billion cubic metres of Russian gas to Iran, officials announced Friday. As part of the deepening economic and strategic partnership, Russia also committed to financing the construction of a new nuclear power plant in Iran through a state credit line.

The agreement was confirmed during Iranian Oil Minister Mohsen Paknejad’s visit to Moscow, where he met with Russian Energy Minister Sergei Tsivilev at a joint intergovernmental commission. According to Shana News Agency, both ministers endorsed the gas supply arrangement and the new nuclear project, reflecting growing cooperation between the two nations.

Tsivilev noted that Russia may supply up to 1.8 billion cubic metres of gas to Iran this year, with the full 55 bcm target projected for the future. The figure is comparable to the Nord Stream 1 pipeline’s annual capacity before it was damaged in 2022.

Russian President Vladimir Putin previously raised the possibility of a large-scale gas supply arrangement with Iranian President Masoud Pezeshkian during their Kremlin meeting in January. That summit also marked the signing of a strategic partnership treaty between the two countries, both of which remain under Western sanctions and have faced declining energy exports to Europe.

Speaking earlier Friday on Iranian state television, Paknejad said a separate $4 billion agreement with Russian firms would support the development of seven Iranian oilfields. A final set of bilateral accords was signed following the Russo-Iranian economic cooperation commission, though specific terms have not yet been disclosed.
