House conservatives ended a weeks-long blockade of major House legislation Tuesday after Speaker Mike Johnson agreed to pair a State Department funding bill with the Trump-backed SAVE Act.
The House passed a procedural vote 215-211, with the agreement helping secure support from conservative holdouts who wanted stronger action on the Safeguard American Voter Eligibility Act, which would require proof of U.S. citizenship to register to vote in federal elections.
Conservatives had blocked major House legislation since late June in an effort to force action on the SAVE Act and a border security package.
