A senior Justice Department official has ordered multiple U.S. attorney’s offices to prepare investigative plans targeting the Open Society Foundations, the network funded by billionaire donor George Soros, according to the New York Times.

The directive, issued Monday by Aakash Singh from Deputy Attorney General Todd Blanche’s office, was sent to prosecutors in New York, California, Washington, D.C., Chicago, Detroit, Maryland, and other jurisdictions. It outlined possible charges including racketeering, wire fraud, arson, and material support for terrorism, citing a recent report that accused the group of funneling over $80 million to organizations linked to extremist violence.

That new report from the Capital Research Center, authored by Ryan Mauro, alleges that George Soros’s Open Society Foundations has funneled over $80 million to groups linked to terrorism and extremist violence, including more than $23 million to seven U.S. organizations accused of directly supporting domestic terrorism through property destruction, sabotage, harassment, and other acts.

The report connects these activities to international terrorism and communist-aligned movements, naming groups such as the Center for Third World Organizing and its partner the Ruckus Society, which trained activists in sabotage during the 2020 riots, and the Sunrise Movement, which endorsed the Antifa-linked “Stop Cop City” campaign where dozens of activists now face domestic terrorism and racketeering charges.

The move comes as President Trump has escalated attacks on Soros, blaming his foundation for fueling unrest after right-wing activist Charlie Kirk was killed in Utah this month. Trump said Soros was “a bad guy” who “should be put in jail,” repeating similar remarks he made in August when he urged RICO charges against Soros and his son.
