Newly released records show the FBI’s “Arctic Frost” investigation reached far deeper into President Trump’s political network than previously known, targeting more than 160 Republican lawmakers, associates, and allies.
The House Judiciary Committee disclosed documents provided by FBI Director Kash Patel confirming that 45 individuals closely tied to Trump and 111 others in his orbit were flagged for potential investigation. Those named included Steve Bannon, Rudy Giuliani, Mark Meadows, John Eastman, Jeffrey Clark, and Rep. Scott Perry. The committee said the effort, initiated under former FBI Director Chris Wray and expanded under Special Counsel Jack Smith in 2022, reflected an unprecedented campaign within the Biden Justice Department to “take down President Trump and his supporters.”
Many of those reviewed were never accused of crimes, with the FBI mapping their communications and contacts tied to challenges to the 2020 election. Related Senate disclosures from Chairman Chuck Grassley revealed the FBI also obtained tolling data for the phones of eight GOP senators and one House Republican covering calls from January 4–7, 2021. Grassley said the surveillance, stored in “Prohibited Access” files, represented a serious constitutional breach.
Internal FBI communications show the Bureau also relied on unverified allegations to justify inquiries into conservative organizations. Emails from September 2022 describe an anonymous source accusing Conservative Partnership Institute President Ed Corrigan and former Trump Chief of Staff Mark Meadows of “extreme political activity,” “foreign influence,” and plans for “civil war.” The email labeled Corrigan “anti-Biden” and “pro-Putin.”
It remains unclear what investigative action followed, but the correspondence has heightened concerns that Arctic Frost was driven by rumor-level material rather than credible evidence. Other records show federal agents obtained the government-issued cell phones of both Trump and former Vice President Mike Pence with help from Biden White House counsel officials.
Whistleblowers previously identified former FBI official Timothy Thibault, accused of anti-Trump bias, as a key architect of the operation. Grassley has also revealed a 2022 memo signed by then-Attorney General Merrick Garland, Deputy AG Lisa Monaco, and Wray authorizing Arctic Frost, which later served as the foundation for Smith’s 2020 election subversion case against Trump.
