Special Envoy Steve Witkoff on Wednesday announced the launch of Phase Two of President Trump’s 20-Point Plan to end the Gaza conflict, shifting the focus from ceasefire to demilitarization, technocratic governance, and reconstruction.
Under Phase Two, a transitional technocratic Palestinian administration, the National Committee for the Administration of Gaza (NCAG), will be established to oversee governance and the rebuilding of the territory. The initiative also begins full demilitarization of Gaza, prioritizing the disarmament of all unauthorized personnel.
The United States has called on Hamas to comply fully with its obligations, including the immediate return of the final deceased hostage, warning that failure to do so will carry “serious consequences.”
