Trump Administration Drafting 28-Point Ukraine Peace Plan With Russia

The Trump administration has been working with Russian officials on a secret 28-point plan to end the war in Ukraine, a proposal inspired by Trump’s Gaza negotiations.

 

Sources say the plan covers four areas: peace in Ukraine, security guarantees, European stability, and future U.S.-Russia relations. Key details, including territorial control in eastern Ukraine, remain undisclosed, even as Russian forces continue limited advances.

Trump envoy Steve Witkoff is leading the effort, holding extensive talks with Russian envoy Kirill Dmitriev, who oversees Russia’s sovereign wealth fund and Ukraine diplomacy. Dmitriev spent three days in Miami from Oct. 24-26 meeting with Witkoff and team, saying the effort differs from past talks because “the Russian position is really being heard.”

Dmitriev said the plan builds on principles agreed by Trump and Russian President Vladimir Putin in Alaska in August, aiming to resolve the Ukraine conflict, restore U.S.-Russia ties, and address Russia’s security concerns. He described it as a broader framework for lasting European security, with a written proposal expected before the next Trump-Putin meeting. Plans for a Budapest summit remain on hold.
