A new thread from investigative reporter DataRepublican on X reveals leaked recordings that appear to show USAID officials coordinating with foreign NGOs and Soros-funded groups in the weeks leading up to President Trump’s inauguration. The discussions suggest efforts to move internal communications off federal systems and into encrypted Signal chats under the pretext of “protecting democracy.”
In one recording, a USAID staffer described migrating agency communications away from government servers “to protect our community,” linking up with the Office of Transition Initiatives, which operates in countries undergoing regime change. She also confirmed the creation of a “Stop Work Order” website and encrypted coordination networks immediately after the inauguration to manage messaging against “disinformation.”
Within weeks, hundreds of staff reportedly joined these private groups as senior leadership changes took effect. The staffer also referenced Project 2025, saying USAID employees “were somewhat prepared for this administration” and had pre-organized through internal groups like the Gender and Sexual Minorities Employee Resource Group.
DataRepublican said the recordings show USAID officials collaborating with Johns Hopkins University and international “democracy and conflict mitigation” organizations. Another participant was heard discussing bringing in “colleagues from around the world who have dealt with this directly,” to build “coordination structures” against corruption and “mobilize around democracy.”
According to DataRepublican, the internal networks organized their first major protest on February 5, which was linked to Soros-backed groups 50501 and Indivisible—marking the first clear connection between the State Department, No Kings movement, and Soros-funded operations.
