Declassified Report Alleges Chinese Plot to Use Fake Licenses and Mail-In Ballots to Sway 2020 Election for Biden

by | Jun 17, 2025

Newly released intelligence documents turned over to Congress allege that the Chinese Communist Party orchestrated a scheme to interfere in the 2020 U.S. election by mass-producing fake American driver’s licenses to enable fraudulent mail-in voting for Joe Biden.

FBI Director Kash Patel declassified the report and provided it to Senate Judiciary Committee Chairman Chuck Grassley, who had raised concerns that the intelligence had been dismissed without proper review. The document, dated August 2020, was recalled by the FBI weeks after being shared internally, and officials say it was never fully investigated.

The report was based on information from a new confidential FBI source who claimed that Chinese operatives were manufacturing and shipping counterfeit U.S. driver’s licenses into the country. The alleged purpose was to create false voter identities that could be used to submit fraudulent mail-in ballots. The source reportedly told agents the plan was intended to help Biden win the election.

“Specifically, these include allegations of plans from the CCP to manufacture fake driver’s licenses and ship them into the United States for the purpose of facilitating fraudulent mail-in ballots – allegations which, while substantiated, were abruptly recalled and never disclosed to the public,” Patel said.

Officials who reviewed the report told Just the News that the FBI chose not to pursue the claims further, citing a need to re-interview the source. Around the same time, however, U.S. Customs and Border Protection intercepted nearly 20,000 fake licenses, which some viewed as possible corroboration.

Patel said the documents were handed over in response to Grassley’s request and added, “Thanks to the oversight work and partnership of Chairman Grassley, the FBI continues to provide unprecedented transparency at the people’s Bureau.”

The report’s claims were not publicly acknowledged at the time. Just weeks after it was circulated, then-FBI Director Chris Wray testified that there were no known plots of foreign election interference.
