Arizona Counties Begin Removing Noncitizens From Voter Rolls After Lawsuit Settlement

by | Apr 14, 2025

All 15 Arizona counties have begun removing noncitizens from voter rolls, including nearly 50,000 registrants lacking proof of U.S. citizenship, and are now working with DHS to verify their status under the settlement.

America First Legal filed the lawsuit, which prompted the action, last year on behalf of EZAZ.org and Yvonne Cahill, a naturalized citizen and registered voter, arguing that counties were failing to follow Arizona’s law requiring proof of citizenship for participation in state and local elections and mandating monthly voter roll checks for noncitizens.

Arizona law also mandates that counties perform monthly maintenance on the list of “federal-only voters”—those who can vote in federal races but have not provided citizenship documentation. That list currently includes nearly 50,000 individuals.

AFL’s lawsuit argued that county recorders were not using available tools to verify voter citizenship, as required by state law. All 15 counties have now submitted verification requests to DHS to begin the cleanup process.
