A senior Trump administration official read a transcript of the U.S.–Iran memorandum of understanding to reporters, noting the document itself has not been released.
The “Islamabad Memorandum of Understanding” outlines an immediate and permanent end to military operations on all fronts, including Lebanon, with both sides agreeing not to initiate war, use force, or interfere in each other’s internal affairs, while respecting sovereignty and territorial integrity.
The draft sets a 60-day window, extendable by mutual consent, to reach a final agreement.
It provides for the removal of U.S. naval blockades within 30 days and the withdrawal of U.S. forces from areas near Iran within 30 days after a final deal. Iran would facilitate commercial shipping in the Persian Gulf and Sea of Oman, with temporary provisions for transit and maritime services, including discussions on the Strait of Hormuz under international law.
The United States, with regional partners, would pursue a reconstruction and economic development package for Iran worth at least $300 billion and commit to issuing all required licenses and financial permissions. The agreement calls for termination of all sanctions, including U.S. primary and secondary sanctions, UN Security Council resolutions, and IAEA Board of Governors measures, under an agreed schedule in the final deal.
Iran would reaffirm it will not develop nuclear weapons, while both sides would address enriched uranium stockpiles under IAEA supervision and negotiate enrichment and related nuclear issues within a final framework. Pending the final deal, both sides would maintain the status quo: Iran’s nuclear program remains unchanged, the U.S. imposes no new sanctions and deploys no additional forces.
The U.S. would also issue waivers for Iranian oil exports and related services and make frozen Iranian assets available for use under agreed procedures. A joint mechanism would monitor implementation, and the final deal would be endorsed through a binding UN Security Council resolution.
