President Trump is contemplating announcing the launch of what he has termed the “External Revenue Service” as the White House rolls out a new trade agenda and begins collecting tariff revenues from countries worldwide, according to sources familiar with the planning.
He has previously explained that the External Revenue Service, designed as a contrast to the domestic tax collection agency, would serve as a government entity to “collect tariffs, duties, and all revenue that come from foreign sources.”
In February, Commerce Secretary Howard Lutnick described Trump’s vision as straightforward: to “abolish the Internal Revenue Service and let all the outsiders pay,” as stated on Fox News’ “Jesse Watters Primetime.”
