Navy Submits Report on Potential Discipline for Sen. Mark Kelly Over Controversial Video

by | Dec 12, 2025

The U.S. Navy has provided a report outlining potential disciplinary actions for Sen. Mark Kelly (D-Ariz.) following a video in which he and five other Democratic lawmakers, including one senator and four House members, urged U.S. service members to resist “illegal orders.”

The report, requested by the Department of Defense and reviewed by the Navy, has been forwarded to the Pentagon’s Office of General Counsel.

Kelly, a former astronaut, retired Navy captain, and two-time Persian Gulf deployer, also served as an instructor at the Naval Pilot School. The lawmakers in the video did not clarify which orders from the Trump administration they considered illegal. All six participants had prior military or intelligence experience.

Defense Secretary Pete Hegseth criticized the video, saying, “The military already has clear procedures for handling unlawful orders. It does not need political actors injecting doubt into an already clear chain of command.”
