Kremlin Negotiator to Visit Washington for Talks as Trump Seeks to Mend Relations

A senior Kremlin negotiator is set to visit Washington for discussions with President Trump’s administration, marking the highest-level visit from a Russian official since Moscow invaded Ukraine in 2022.

 

Kirill Dmitriev, head of Russia’s sovereign wealth fund and appointed by President Vladimir Putin as a special investment and international economic envoy, is scheduled to meet U.S. special envoy Steve Witkoff on Wednesday, according to a source. The two are expected to discuss ways to strengthen U.S.-Russia relations and pursue an end to the conflict in Ukraine.

In response to reports of his visit, Dmitriev posted on X, saying, “Maybe. The resistance to US–Russia dialogue is real—driven by entrenched interests and old narratives. But what if improved relations are exactly what the world needs for lasting global security and peace.”

Dmitriev’s trip follows recent phone calls between Trump and Putin focused on peace efforts in Ukraine. Trump is reportedly seeking a face-to-face meeting with Putin in an attempt to repair strained ties.

Due to Dmitriev’s status under U.S. sanctions, the Trump administration has temporarily lifted the restrictions for his visit, CNN reported. Dmitriev, known as one of the most U.S.-savvy members of Russia’s elite, mentioned earlier this week that the two countries have begun discussing a joint rare earth metals project, along with other potential agreements. In February, Putin indicated that the U.S. might consider collaborating on the exploration of Russia’s rare earth deposits, which are vital for lasers and military technology.

As Dmitriev prepares for talks, a bipartisan group of 50 senators has introduced a sanctions package targeting Russia and any nation purchasing its oil. If Putin refuses good-faith ceasefire negotiations or breaches a future agreement, the proposed measures would impose a 500% tariff on imports from countries buying Russian energy and prohibit U.S. citizens from purchasing Russian sovereign debt.

Dmitriev recently stated that Russia is looking to attract investment for developing its Arctic region. Putin aims to boost trade through the Northern Sea Route as Russia pivots away from Europe and toward Asia amid Western sanctions. Interest in the Arctic’s strategic value has grown, particularly following Trump’s repeated statements about acquiring Greenland.
